My Lord,

I am desired by Mr Lloyd George to say that he has received a letter from an influential body of Shipowners, the Liverpool Steamship Owners' Association, enclosing copy of a communication addressed to Your Lordship, stating that under the existing Hong Kong ordinances, British vessels are excluded from participating in the carriage of Chinese emigrants to Mexico and Panama.

In view of the importance of this matter to British Shipping interests, I am to ask if Your Lordship will be good enough to cause the Board of Trade to be consulted thereon before an answer is sent to the Liverpool Steamship Owners' Association.
